Acts 15 - A mission to reinstate Ephraim, not Noachide

I have heard people say that Acts 15 is a mission to turn gentiles into Noachides. And that the four laws given in Acts 15 are an example of the limited amount of Torah the gentiles/Noachides have to do. While this is an interesting concept and attempt at reconciling Jewish and Christian theology, I believe there is another more likely scenario at work.
