What do you mean with 'physically weaker'? In my opinion men are physically weaker to sin, in the sense of the sexual attraction, but in other aspects [to commit sin] men and women are equally weakers, it just depends of what specific person you are talking about.

I will say that this particular halacha was passed way back in 1999 (I am the only member of the Beit Din now that was a member then), and was not intended as an answer to the Oral Law on the issue... in fact the Beit Din will eventually be re-hearing each case presented in the Mishna/Talmud (this is not one of them). This halacha at the time was presented as little more than a commentary on the written Torah. Whether or not "sons of Israel" in this passage means only males, or all children of Israel is a subject of debatable interpretation, and the Beit Din effectively left it as such.
